Indonesia's 17,500 islands and their surrounding waters now took that title from Somalia, which held that distinction for a long time. While Somalia and the Gulf of Aden are still the world's most treacherous waters, they are no longer the worst. The earliest documented records of piracy were in the 14th century BC. It started from a group of ocean raiders which attacked the ships of the Aegean and Mediterranean civilizations. From that point on, piracy has come a long way. Before, piracy used to be just for commerce raiding. But now, it is also used as a tool for privateering, making it a legitimate form of war-like activity by non-state actors.
One of the earliest pirates were the famous Vikings of Scandinavia. They raided and looted mainly between the 8th and 12th centuries, during the Viking Age in the Early Middle Ages. They raided the coasts, rivers and inland cities of all Western Europe. They also attacked the coasts of North Africa and Italy and plundered all the coasts of the Baltic Sea. Today's popular culture gives an own interpretation of pirate's stories. One example is Eiichiro Oda's manga series One Piece, which is about a pirate Monkey D. Luffy and his adventures.
