Police scanner apps have cropped up on the Internet – apps that allow the user to listen to communication broadcasts from police, fire, and emergency medical services from anywhere in the world. Having the capability to listen to police activity is considered to be a part of a citizen’s right to information, as it gives them real-time updates straight from the source about issues of public importance. Additionally, keeping police communications open to the public provides transparency about police operations. Recently, however, the dangers of its availability to the public has been raised. 

Police communication usually includes information about witnesses and victims like their names and addresses, which raises concerns about the dissemination of private information. Additionally, criminals with access to the police’s radio communication can easily flee the scene of the crime once they hear that officers have been dispatched to investigate. It also compromises officer safety, as radio broadcasts can be used to track down their location. To combat these possible threats to their operations, public agencies have been encrypting their transmissions to withhold information about ongoing investigations. The Supreme Court of the United States, during a public trial in 2011, has officially ruled that public agency can decide whether to keep their communication feeds public or private.
